Winifred J. Yancy currently serves as the Director of Legislative and Intergovernmental Affairs at the Los Angeles Department of Water and Power (LADWP).  In this position, she oversees the legislative and intergovernmental liaison activities of the LADWP, serving as the point of contact for elected officials and their staff serving City of Los Angeles. Winifred proactively analyzes and communicates the Department’s position on water and power issues, advocating on behalf of the Department in various forums including meetings with representatives of offices of elected officials, local, State and Federal.

Winifred began her career as an Electrical Engineering Assistant and spent a number of years in the Power, Design and Construction Division. She has more than twenty five years of service with LADWP.

 Winifred received her B.S.E.E. from California State University, Northridge and her MBA from Pepperdine University.  She is also a licensed electrical engineer in the State of California.


Winifred is a Golden Life member of Delta Sigma Theta Sorority, Incorporated and currently serves as Treasurer of the Inglewood Alumni Chapter. She also serves as the Parliamentarian for the Silhouette Long Beach, Inglewood, South Bay Chapter of Kappa Alpha Psi, Incorporated and the Financial Secretary for the Western Province.


 Winifred and her husband are the proud parents of Jasmine Joy (Spelman College c/o 2014) Vernon Glen (Howard University c/o 2016). A native of New Orleans, Louisiana, Winifred and Vernon, currently, reside in Los Angeles, California.
