Velma Carr Marshall is Deputy Executive Officer - Real Estate for the Los Angeles County Metropolitan Transportation Authority (“MTA”).  She received her B.A. Degree in Business Education from Clark College in Atlanta, Georgia (now Clark-Atlanta University) and her Juris Doctor degree from Atlanta Law School.   She is an inactive member of the State Bar of Georgia.

Velma is an experienced administrator with expertise in public acquisitions budgeting, strategic planning, project management and personnel management.

In her position at MTA, she directs a staff of 19 employees and manages an annual administrative budget of over $10 million and a capital public of over $400 million.  The Real Estate Department oversees a real estate portfolio which generates over $15 million annually in lease revenues. Velma and her staff have been responsible for acquiring all of the real estate needed for the multi-billion dollar heavy and light rail transit systems that currently operates in Los Angeles County which includes the Red Line, Purple Line, Blue Line, Green Line, Gold Line from Pasadena to East LA, Orange Line Bus Way, and the Exposition Light Rail Project I & II from downtown Los Angeles to Santa Monica.  She is currently overseeing the acquisition of properties required for the Crenshaw/LAX Project, the Regional Connector and the Westside Purple Line Extension from the Wilshire/Western Station to Century City.  In her career, Velma has been responsible for the acquisition of over 2,000 properties and played an integral role in the development of MTA’s Headquarters’ Building at Union Station.

Velma is a lifetime Golden member of Alpha Kappa Alpha Sorority, Inc. and is active in the Culver City Chapter.  She has held numerous offices in the Chapter and previously served as Regional Treasurer for the Far Western Region.  She is also a member of the Inglewood Pacific Chapter of the Links, Incorporated. Velma is an active member of the Los Angeles African American Women’s Political Action Committee (LAAAWPAC) and has served as treasurer for over 10 years.   Velma is a longtime member of Crenshaw United Methodist Church.

Velma lives a diverse life and enjoys movies, concerts, plays and travel.  She has traveled to Switzerland, France, England, Italy, Germany, Japan, West Africa (Ghana), and South Africa, British Columbia, Spain, Portugal, Morocco and several Caribbean islands.
